There are mods that work client side only, (like adding a dps meter), mods that only the host needs (like changing enemies stats), and mods that all players need to have (like adding custom characters). In Risk of Rain 2 Dedicated Server\Risk of Rain 2_Data\Config, copy "server_startup.cfg" file and renamed it to "server_pregame.cfg". Open the file with text reader and edit the configurations.
